Signing up to affiliate programs

I don't have any sites to register with when registering for affiliate program sites because I want to first figure out what site to start based on the affiliate I pick.

What should I do in this situation?

You can start off with Clickbank... Just create some blog on blogger & you should be OK... if you want to promote CPA, then you may have to get a site to get accepted in CPA network

You could be going about it backwards.

Many suggest 1st deciding on a niche (based in part on doing your keyword research). Then after you pick the niche you build a site around it, then find the affiliate programs that fit the niche.

But I was thinking of making a landing page for a specific offer then using CPA to advertise it.

 

Start with Clickbank and Clickbooth, they are very easy to get into. Then go from there.

Read up on it, I'm pretty sure there are a few guides on here how to get accepted to networks and important things you need to say

 

I agree. Just START somewhere. You can adjust course as you are learning more. That's the beauty of IM.
