I participate in a number of vBulletin forums. Here is my question: the home page URL field in the user profile; does filling out this boost search engines ratings? What about anchored links in forum signatures on high volume websites? These are good, right?

putting links does help. Links on the forum also count towards the number of backlinks for your website. So be active on the forums and enjoy the benefit.
I definatly get some traffic from signature links. Try posting on forums related to you site, much more targeted
I would say the links you mention are better for traffic rather than for SE rankings. However, long term every little bit helps.
I believe forum signature links and the profile link can help a site to rank a little better. One thing I noticed recently that those links seem to pas PR.
