Showing up on Top 3 Ad spots

Google is ownly showing 2 ads for the top instead of 3. I'm in the 3rd position and would like to be in the 3rd top spot. I'm running on partner/content networks and all else. Why would my ad fail to show up in the 3rd spot but does so on the top right?

Google rotates how many ads are at the top. There's no way to force/buy your way into one of those positions...or to force Goolge into displaying a certain number ads at the top vs the right.

Just increase your max CPC and your will get more click throughs. This in turn will lower the average you are paying per click and give you a better placement. Then control your daily spend by setting a budget.

I think I'm going to redo the ad copy and try to improve the ctr. Sounds like a plan, thanks for the idea.
