How many of you are able to write a new article with a rarely searched keyword phrase and have it show up on the first page of google?

My understanding to get onto the first page of google and to have a targeted AdSense ad is that you need to do the following:

    1) Write an article with your keyword phrase in the title.
    2) Add the same keyword phrase somewhere in the article, preferably as Anchor text.
    3) Add the keyword phrase to your keywords for the article.
    4) Have a blog or site that is frequently spidered by Google.

So far I've done all four but haven't had any luck getting onto the first page of google. I do have targeted Adsense Ad's though.

pr is important when google display the search result. keywords that rarely be searched doesn't mean few websites or webpages contain these keywords.

My understanding is that if you have the exact phrase and follow the steps I posted that you will rank quickly on the first page of Google.

Here is a keyword phrase example using Wordtracker software.

The search count is at 774 while the string appearing in the title and the anchor text is only 4. If I made an article called Ft. Worth Bail Bonds Bail with that exact phrase in the title, in the article and in the article's keywords I thought I would appear in the first page of Google. I have a PR of 3 and update my blog often.
