yes promote free blogs - put your affiliate links on them, link them to your main site and get some traffic to them and make money
If you use the free blogs at blogger.com monetization is easy with google adsense. You can also promote affiliate sites on them.
Don't put too much time and effort into a blog you don't actually own. It is a great way to practice or do testing but if you want to make money you should get your own domain and hosting.

No one knows that when free blog will shut down and also if blogger owner feel this blog is totally marketing may be he shutdown that blog better if you want to earn then use own domain.

this is absolutely true! it's like you're asking to stay at someone else's roof. yea...you can do a lot of things but u wouldn't know when they gonna kick you out!
I highly suggest hosting your own blog and obtaining advertisers that pay a monthly retainer for a select ad area. This has worked exceedingly well for many of my clients and I have paid for ads on other blogs with excellent results.
There are lots of account in blogger and to think that the owner can generate good income from it and each account. So I think the owner will not delete any account not unless it harm their reputation or what.. And about the promotion of free blogs, I cannot see any problem with that. You can earn from it.
It is true,use blogger instead,easy to integrate and they can also get some pretty good organic traffic.
