anchor text and link should be relevant to the page you are linking to

Whatever you do, you should be consistent in your linking. If you normally access your page with www.domain.com then your logo should point to www.domain.com and not www.domain.com/index.htm. You may be dilluting your PR and can incur duplicate content penalty if you're doing this.

    Hi

I agree with shailendra but just to be sure the correct syntax for the 'root' of a domain is:

    http://www.domain.com/

I don't mean www. or non-www, I mean with a forward slash - most modern browsers will automaticaly add a forward slash to such addresses

Technically as per SEO index.htm should be permanently redirected to root domain e.g. http://www.domain.com/ as SE's see it as a different page. Your domain name.com and domainname.com/index.htm are 2 different pages, where as coders normally add link to index.htm unless you specifically tell them not to that.

always link to full URL format if you want it indexed - as Google will not make SERPS as

Great new widgets! 20% Discount off your first bunch
    index.htm
