You want to capitalize every first letter in the title because it improves readability, especially for users on smaller devices.

From an SEO point of view, it makes absolutely no difference. Search engines ignore capitalisation (except where they spot acronyms and the like) and almost all punctuation.

From a reader's point of view, most people expect titles to be in "title case", which means capitalising the first letter of all words except the really small ones (to, with, at, a and so on). They are generally easier to read and, since the format is standard, our brains go "huh?" when they see something different... which you could use to your advantage on a site (by using all lower case, for example), but which won't help on the engines.

So, in short, stick to title case for your meta and everything Google uses in their listing. What you do on the site itself is another matter.

Well, I don't think using capitalisation matters, but i would say using it would make it much more clear to the user as you know if i am searching in the google, I am going to prefer the the title having much more visibility rather than picking up the one written in small letters. I am going to prefer the one that starts with capital letter as it signifies the start of the sentence.

you shouldn't use capital one for every work in your meta tags, because search engine ignore case sensitive and also if you use capital for every word then there is less chance to cover all your description because capital alphabet takes big space.
