Should I submit before being properly indexed in Google?

I've got a new site up and running. This is the first site that I've had trouble getting indexed in Google (despite submitting sitemaps) and a few backlinks. Google webmastertools say that my maps are ok, but the only page indexed is the forum homepage? Bizarre and I'm not sure what to make of it.

Anyway, I'd like to start doing some free directory submissions. Should I wait for Google to properly index my site? Will the lack of pages in Google have severe affect on my getting accepted into the various free directories? There is content on the site and it's not a pure adsense site. I certainly think it's a quality site, just not sure if the lack of Google indexing will have adverse affect on being accepted into directories.

    TIA

I would go right ahead and begin submitting to the free directories, it will help, as the backlinks will help getting your forum found more, it will just take a little bit of time.

Submit to the forum directories too.

Submit to a few. Personally I don't care about PR as long as a website has content, but some directory editors do. There are even a few out there that won't list websites with low PR. So it's a gradual process to gain a few links, get indexed, then go back a few weeks later to ask for more links.

The only reasons I wouldn't accept a new site is if it is clearly unfinished or the content is obviously lifted/borrowed/stolen from another source.

    I say submit away.

    you know
google won't index all of your pages
Google will only index page that has backlinks

if you have backlinks to each individual page
    then google will index them.
It won't happen in a short period of time as well
so far i only got 1/3 of my web site indexed

yes submit your site to directories is great way to get rank up and get many backlinks
but do not do reciprocal links, it doesn't do you any good.

Submitting to directories will get more of your site indexed.

Submit to directories and indexed by google are two different things, though if accepted by a directory, it will help google crawl through the link to your site.
