Should I give higher PR for related site?

    Hi there,

    I am trying to build backlinks for one of my websites. The website is PR4 and i am trying to get it to PR5 or PR6 ( www.cinemarx.ro ).

    I am offering a 3-way link exchange on a PR4 movieblog for building backlinks.

    Now the question : given the fact that the number of available links on my blog is limited, should i accept links from lower PR websites if they are related (PR1, PR2, PR3) or should i only accept PR4 and up link exchanges.

    PR4 unrelated is better or worse than PR2 related ? - answer : ....
    PR4 unrelated is better or worse than PR3 related ? - answer : ....

    A related link holds more value. You can go for lower PR sites if they are good neighbors and with unique content.

    I know what unique content means , but what does "good neighbours" mean? Does it matter if my website is a romanian one and my link partners are from US(related sites) ?
