I downloaded a template from a fellow dp member and then asked the template owner how much to change colors to blues he qouted me a price I paid him and haven't heard nothing since ( its been 1 week today) so my question is What is the average turn around for someone to change colors on a template they designed? and should I file a claim with paypal
I wouldn't file a claim because you already got what you paid for (the template). If he doesn't want to offer to change the templates, just find someone else to do it for you... Not sure what the turnaround time is, but its basically faster with the designer who designed it rather than someone who didn't..

A free template? In that case he doesn't have the right to sell it... you can file a claim with this (you have proof too right?)
Yes you can file a claim if he sold you free templets. You paid for service and he still not do for you. Before claim you should contact him.

Well sending a claim will pressure him to respond as paypal gives you X amount of time to do so.. It will work out, don't worry

Its not going to take a week to change a template. If changing only the images color and the css file it should be finish around 1-2 hour. Paypal do not issue a refund for digital product. It is if you pay via paypal 'cash'. But if you pay via credit card, you can do a chargeback with your credit card bank company.
