Should I change the directories of my website?

I want to update the design of my whole website. Due to some design issues, I'll need to change the directories/URLs of many content. But I can't just remove the existed urls, as there are some backlinks to them. If I keep all urls unchanged, I'll have to keep a duplicate copy of those urls. Will this cause any problems for SEO if many duplicate content on the same site?

You can upload the new pages and have the old ones redirect to the new pages via 301 redirect.

Thanks. Can I get a bulk 301 redirect set?
