It's only $1.50 per month (18 usd per year)
Since I got a free ssl certificate I'm considering buying one IP address.
But then, my site isn't a web hosting site or eCommerce.
It's simply a blog site, should I buy dedicated ip or not?

(also, how do you name those dedicated ips? Like when you go to http://who.is/whois-ip/69.147.76.15/ you'll see YAHOO.COM)

Decide for yourself but you dont need SSL and dedicated IP if it is not ecommerce/sales. Some would say that a dedicated IP might help in SEO but my personal view is that dedicated IP does not make much difference in SEO and it is another of those huge hypes. Many of my sites have done better in SEO on clustered shared hosting space rather than dedicated IPs. It is your choice. BTW is it shared or dedicated or what kind of hosting are you referring to. Dedicated servers would anyways give you 4-8 IPs at the least and so I dont think you are referring to them.

Thanks for your reply. It's shared hosting.

Typically or for a fact, having a website on a shared IP address can't cause you any harm. You'll only be needing a dedicated IP if there are anonymous FTP

But the $221-valued certificate would go to waste if I won't buy a dedicated Ip. But then, I have no use for it as I won't be selling anything.

It's your call. Just be sure it won't get hacked if you don't find a nice dedicated IP.

It all depends on what your need. If you need some specific features, such as ssl, I think in this case, you'd better have a dedicated IP, but if not, a shared IP is enough.

That's so important. SSL slows the site down and puts extra strain on the server because it has to encrypt all the transmissions for your visitors - which might put you in violation of their terms if you use too much CPU. If you don't need to use the ssl certificate for securing transmission e.g. an ecommerce store - DON'T USE IT.

Getting a dedicated IP is another issue, but don't just get one to use a pointless SSL certificate.

If it is ordinary blog, I assume that you there is no need to order dedicated IP for it.

What is your purpose that made you interest in having a different ip address. If you are considering about different ip for seo purpose then only a different in class d ip is useless. You need at least different in class C which will not cause you much the current price. Otherwise it is not worth it and different ip addresses are unnecessary for you.
