Should I buy backlinks off eBay?

I need some more backlinks to one of my websites and I considered eBay as an option to buy quite a few backlinks for a cheap price. However, looking at the listings, I'm not sure how good of a quality they are and I could do with your opinions.

For example, there are listings for about £7 ($10 approx.) that give you 2500 backlinks from sites like "who is", "about us", and "website statistics". Are these any good for SEO?

There are also listings like this that cost £10 ($17 approx.) that have the following description:

"I will create 120 backlinks manually from pr 1 - pr6 sites with forums attached.
(Mostly pr 2-3)
The backlinks will be created on atleast 40 forum profiles with atleast 3 backlinks on each forum.
(I usually over deliver when linkbuilding)
This is not an xrumer blast like 99% of links for sale on ebay.
This is pure white hat seo!

Please sumbit 1 url and up to 3 keywords and i will send you a report of links created within a max of 3 days."

Are these sort of links any good for SEO either? I will appreciate your help and opinions, thanks in advance.

Yeah I expected that sort of answer to be honest, I just wasn't too sure. What do you mean by freelance sites, could you give me some examples?
