Just playing with your head man!
It is Pacific Standard Time. But I am not sure if the data is actually updated before cut off or if it carries over.

It starts about 5 minutes after google closes up the cash register for the night and takes its new stack of a billion dollars in adwords revenue to the bank.

Does it change at different times for different locations?

My account shows new day from 12 30 PM IST (+5.5 GMT)...that works out to be 7 AM GMT and not 8 as some of you are saying.

    Singhoo's 15 00 (+8 GMT ) works out to be 7 AM GMT.
