Reading title, you would probably think of oscommerce with quantity price breaks. I have tried it but it doesn't fit my requirements. ASPDNSF Does this. I used it before for a baking site which sold packages of cookies and baked goods. It's a little on the expensive side, but it's a great shopping cart.
