For the most part yes, it's generally safe to purchase from the interwebs.. However, just like anything else, there are sites that are scams. Although 'bad' or 'unsafe' ecommerce sites seem to be rare they do exist. If you want to purchase from a site you are not too sure about, do a google search for that site 'example-site.com scam'... that will bring up scam complaints if there are any. If you are asking do people feel safe when buying online, I don't know, you have to google that one.

That's not correct, it only means the data sent back and forth from the browser and server is encrypted. Anyone can buy a SSL cert and place it on ANY site they choose whether it's newegg.com or scam-store.com Some trust seals out there do confirm the business is legit, most do not.
But you will not get an EV SSL without your organization validation. The SSL Issuing Authority will require some documents from you like, SERVICE TAX PAID, TAN NUMBER, PASSPORT of the owner etc before issuing the certificate. Like if you go to paypal it will redirect you to https and when you click on address bar, it will show you certificate details. If you are a scammer you will not register your store/company to government, nor you will share your personal details with photo to the SSL authorities.
