Shipping prizes overseas?

Starting a social networking site. I want to offer "door prizes" to the first few thousand people to register and complete various actions, by random drawing.

Aside from the cost of shipping (which is a relative non-issue; this is about PR and worth it) what are the practical/legal reasons preventing me from offering physical prizes to users overseas? We're talking posters, books, comic books, etc. plus probably an iPod or two. Nothing extremely high dollar except the iPod. Much of the swag will be autographed or otherwise unique.

I assume there are some legal issues given the number of US-based contests that state winners must be a legal resident of the US, etc.

Anyone have a good resource online that outlines the legal areas here?

[Edit to clarify that I'm in the United States]
