Shared server with Cpanel Accounts

I'm looking for a shared host that are great in customer service and also let you host unlimited websites (When you host a website for someone, you can create them a account and they can have their own Cpanel).

I think VPS will be best for this.
Because re-seller packages have function limitation.
If you are familiar with WHM, know how to install and configure, and have budget about min 20 USD/M, in this case VPS will be good.
