    I'm looking to buy good quality shared hosting clients. Not '100000GB' web space for 1 cent clients.

    Clients that are paying a good price for a good service.

    Instead of buying clients, I would recommend you to perform marketing for website. This can take time but definitely you will get good web traffic and clients through performing website.

    Many hosts startup, gain a few clients but cannot break even, and run at a loss. Hence they shut down, and transfer clients to another host.
    Hosts generally pay to affiliates $50+ per client, so when it comes to selling paid clients, its common for clients to be sold at $30-$50 each (depending on packages, etc).

    Most providers who sell clients sell at high prices and it normally would be the company they are selling. You can try posting your request on five to ten forums that would increase your chance of finding that web hosting company
