Page rank of a web page can be increased only by increasing the number of backlinks. A web page can have lots of backlinks for free if the web page have something valuable, usable and worth sharing. Page rank of a web page can also be increased by building links by methods such as blog posting, directory submission and social bookmarking etc. In my opinion, PR is not much important thing. One should focus on quality content, natural link building and keyword ranking.
Apart from what is said above you should also make sure u maintain good link diversity so your links should come from various platforms like social, web 2.0, blogs, Ytube, Pinterest..etc...
