What I usually do: Social Bookmarking - OnlyWire.com - It gets me faster indexing power. DoFollow Blog Commenting - Manual - It gets me a few High PR related backlinks Article Marketing - I write two or three articles and submit it to EzineArticles, and after approved I submit them to more 10 other Directory Submission - Fast Directory Submitter - I don't believe this is a good Link Development way, but I always submit my site to 150 directories. It's better than nothing I think.
Lot of ways are there but stable is article writing..........write one article and submit to high page rank article directory...like ezine and more.......

Create your very own blog network of 20 plus and then link them all together and all of them linking to your website so you do not want wait for someone else giving you backlinks. Submitting articles and blog comments will also yield fast backlink .

I guess Digg has NO FOLLOW links.. Regarding HighPR forums... You just search Google for Your niche and copy all forum URLs down and then use online tool which will give you pageranks of the list of your forum URLs.. But issue can be that maybemain page has high PR, but threads has low PR..?
Forum links are the fastest one to get indexed by Google at least. They did not carry much value though.
fastest != best. the best way to get backlinks is to have good content on your site that people will link to by themselves. the fastest way to get links is to spam the hell out of blogs. if you get people linking to your site from their own site by themselves then these links are generally going to be worth more than spam links from blogs in bad neighborhoods. then you have to worry about getting traffic to your site in order to get people to link. traffic = google serp position.
To get links that continue to increase over time look to get great content first and make it easy for people to share by adding any of the social sharing buttons (facebook like, google buzz, twitter, digg, or any niche-specific social bookmarking site). Once that is in place, do some promotion to the right audience through any of the methods mentioned in other posts above. You may get quick links using article distribution, forum commenting, blog commenting or any other methods but they require continuous work to keep the links growing if you don't have stuff people want to link to and you make it easy for them to give you that link.
