    Some tips:

    1. Ditch freewebs and get a basic shared hosting account from a reputable webhost that you can use to install a basic article script.

    2. Is it going to be a general directory or more niche specific? - look into a related keyword domain or a brandable domain name.

    3. Look at your website navigation - not good having to click on back to index at the bottom of the page... much easier having proper navigation that will let users explore the site (as well as get it properly spidered by search engines).

    4. Is your content all original? Is it syndicated? - How often do you update it? Is it automated updates?

    Those few questions and issues could be addressed and then you could start looking at making it more attractive to people that will be looking for the information you are wanting to provide as well as promoting it.

    You need quality traffic. To attract traffic to your website,
    1. Submit your site to all major search engines.
    2. Submit your site to all major internet directories
    3. Get link backs from other websites of identical theme to increase pagerank in search engines.
    4. Try to put your website's name as signature in forum posts/emails etc.
    5. Go for offline advertising like putting your website's name in your name cards etc.
