Why Google Adwords system is alowing porn ads while their terms for adsense says that the publisher should not display ads in porn related sites ?

as far as adsense/content ads go - advertisers don't want their ads 'accidentally' ending up on adult sites.
As far as advertising adult products on search pages - why not - if people are doing a search for porn/sex aids/escorts whatever, well, that's what they're looking for.
But really you'd have to email google and ask them to explain their policy to you in detail.

If the supposed porn ads only come up on adult type keywords no problem. But if you type George Washington and right next to wikipedia is the "Personal Massager" ad.... well that may be an issue.

It takes them awhile to catch the ads at times.

Adwords and Adsense both do not allow adult ads. They all have to be family friendly.

Not entirely true. On content and placement you can't have adult ads - on search you can, with some restrictions (no references to teens) - try looking up sample stuff like 'dildos' with safe search off - lots and lots and lots of sponsored links.

They may have just not caught them yet or they have not been reported.
