setting up a personal name servers

    i am currently setting up a personal web server i want to create name servers for my site........i.e.
    ns1.mysite.com
    ns2.mysite.com

    and i have a dynamic ip address............what should i do............

    i have already install wamp and have windows xp..............

    basically i want to creating a webhosting service............
