Setting up a 3-tier Referral Payment System

I would like to have my website, or atleast a portion of it, only accessable to paying members (via paypal, etc). I would like the referrers to get 25% of the referee's monthly dues, 10% to referred referrers, and 5% to the third teir.

    ie. Person A refers person B who refers person C... when C refers person D, C gets 25%, B gets 10%, and A gets 5%.

Does anyone know how to set this up?

I would like for it to be as automated as possible without sacraficing security.

    Thanks

You can't do this with Paypal. They only allow one-tier affiliates payouts. Read the Acceptable User Policy (AUP)

Yes, all kinds of MLM is prohibited. But once you've decided on a different marketing system, perhaps the 1-tier system as suggested by Andrew...you would need to set up some kind of script that keeps track of all your sales referred. Using PayPal's Instant Payment Notification system will help you out immensely.
