    What level of access do you have to the server? Is this on a shared hosting account or is this a VPS where you have full root access?

    Unfortunately, You won't be able to set the global server time then. You'd need a VPS for this. Otherwise, you could make some code changes as I know PHP lets you select a time zone (not sure how much that helps)
