hi there, since these are VPS machines, I cannot actively monitor what is on them without violating the privacy of my clients. that's the "P" in VPS if i do get DMCA take down notices, i will forward it onto the client and expect them to appropriately remove teh offending material - which i will make sure of based on links provided by DMCA. otherwise, you're free to put whatever content on the server and be responsible for it

sorry for delayed response, don't get update emails for some reason cpu limit is 20-25% average cpu of dual core amd which is plenty. you can burst up to 100% for short intervals.
