We have been doing a lot of backlinks and I guess it will help in the future PR of our sites but it seems that PR has nothing to do with SERP rankings. Please correct me. I just want to know some tips on improving the SERP ranking of our sites. We are new to SEO Thanks so much

Depending by the quality of the backlinks, the PR of the backlinks, and the anchor used in the backlink. 100k backlinks with PR0 wont help at all. And the backlinks building, after some SEO applied right on the website. PM me with the link
Its said PR does not have much to do with SERP. Rather quality of page is more important. On page SEO with keywords, links, title, meta description helps big time. Also number of backlink to a page is important.
The Way I heard is PR is one of the factors that affects SERP. PR= Quality Backlinks SERP= PR + Number of Backlinks can any1 spread light on it, please
You are on the right track, you already figured out what 90% of the people on this forum just can not grasp , PR and SERP(s) are not related. I am going into this assuming your on-page SEO is 100% sound, so I will stick to off-page discussion. You want to only exchange with relevant sites, for example, if you had a site selling skateboard backpacks, I would only exchange links with sites selling or discussing other skateboard products such as clothing, boards, wheels -- or other similar subjects / sports such as roller-blading, surfing, things of that nature. Make sure you switch up your anchor text! This is very important, and helps the link look natural, get some with your main keyword, get some with just click here, get some 2 words long, get some 6 words long, get some with your URL in it, make it look natural. I personally keep my main keyword at 5-10% of my anchor text. Forget PR, relevance, quality of the site, number of OBL's, quality of the other sites they are linking to, quality of the sites linking to them, position of your link on the page, are all a lot more important. SEO is a never-ending subject, that is pretty much all I can think of off the top of my head when looking for link partners though. That is only one blade of grass in the field however, make sure you are doing everything - Article Submissions, Social Bookmarking, Directory Submissions, Press Release's, Etc, Etc.
Listen to WunschShrek, his (her) advice is completely accurate. Do not sweat the PR deal, if your timing is just right, it can take a new site as long as 5 months to see anything, at any rate it's a quarterly adjustment, focus on the advice from WunschShrek.
