why is it that i need to build thousands of good links to get a pr5 but some sites get a pr6 with poor english and less than 50 inbound links. what tricks are these sites using?
SEO is a slow process, the more links you have from a high PR site the more authority Google gives your site..so if you have a 10 links from PR 9 sites that are more valuable than 10000 link from PR 3 or PR4 sites...English does not matter , there are sites in all languages all measured on the basis of PR

BBC are using a redirect so they can track when a user leaves the site. zk5182 was correct, a link from a PR 5 with no other outbound links will carry more weight than a link from a PR5 with other outbound links as the PR must be split between the other outbound links. However, PR alone doesn't bring rankings. Concentrate on getting rankings and don't worry about PR. Check out my Post about Why PageRank Doesn't Matter
