What does Google think of blog comments? Are comments as good as the regular content of the post--meaning that keywords in the comments are as valuable as comments in the post--and that every new comment means another update, making Google realize your site is frequently updated? Or does Google discriminate between the page content and page comments, and give no SEO boost whatsoever whether you have 1 comment or 100?

They increase your traffic rate and yes they will be counted if they have do follow attribute. Yahoo counts even no folllow as a backlink. And good news for you..... Google is also changing its strategy and will consider no follow blog-links as the same as yahoo does

This is the best way to get quality link. Post comments on active blog weather it has PR or not. If you post a link on a page which don't have PR but it will get Pr after some time. I have experience.
