    google does not provide full report of backlinks, they are only showing percentage. since they've been for 10 years already, they made a reputation already that the website indeed is useful and get a lot of visitors, and google can crawl this info. 1500 pages of content is a lot already, this could generate thousands of links as well. Also, the competitors must not have invested too much on SEO also thus, good for them if they made an effort.

    The site do not have any inbound links and it got rank high, it is because of it's unique content, template structure which allow google to easily access it and with the domain is 10 years old, it must be help a lot for it to rank high as well. anyway 15 backlinks maybe a strong.
