There is no such thing like a guaranty for certain rankings. You might be the best SEO on the net and get your client's page to rank where he wants it, but - on the very same day those techs behind the SEs decide to change the algo or the competition runs a high cost link campaign and you are in the shit and have to start all over again (if the budget allows it). Real SEOs know that very well and won't make such a promise.
