Thanks Michael I have gone through your link. Its really informative. What all you have discussed there is a initial stage it comes under on-page optimization. It is a basic but important phase of Search Engine Optimization. We have lots of other activities that is to be covered in Search Engine Optimization like article posting, directory submission, SMO, etc..... This all comes under off-page optimization.
Start with some on page SEO first. Do keyword research and decide on the keywords your going to target and then do things such as having keywords in your site titles, using your keywords throughout your page content but so the content makes sense and is clearly readable. Also focus on your internal linking structure for example when linking to your pages on your site make sure you use keywords in the anchor text another thing you should do is include your contents title in the <h1> tag and have keywords in it for example if your keyword was "pet food" and your page was on how to choose it have in your <H1> "How To Choose Pet Food". This title makes sense and has a keyword in and is far better then "How To Choose It". Then move onto some off-page SEO do this by getting backlinks by doing things such as writing articles and submitting to Ezine, submitting to decent free/non-reciprocal directories, social bookmarking and by posting on related forums/blogs. Another thing to try is creating lenses on your site topics and linking to your site. Remember write good content and people will link to you!

The first step is to optimize your pages for your target keywords. Title tags, META description tags, Bold headings, relevant & keyword rich url paths, etc

There are a couple of things that i would do first. Make sure your Title Tags are well targeted, Build unique content, then submit to a few really good quality directories such as Dir.Yahoo.com, Dmoz.org, BOTW.org.
I agree with Double-S. Update content regularly and build backlinks. Maybe can start with blog commenting first to build backlinks. And submit to some social bookmarking for fast indexing. I hope it helps.
For new websites you have to first find your target keywords. Search for smaller keywords which are not to hard to compete for. Then build your site according to that keyword and build links.
