    If you want to get traffics and rank to your local Google search engine then I suggest you to comment on relevant blogs. Make high PR social bookmarking such as delicious, reddit, digg, stumbleupon etc, Article submission with quality article, RSS submission, photo submission, directory submission ( Dmoz is most important) etc. Beside this you should to make a real and relevant FB fans page and twitter followers.

    Article submission ( I mention quality articles - Unique).
    How do you think about EzineArticles ?

    Directory submission - Do you think dmoz listed is not important for a site? ( For SEO )

    No need to back 1990 because its 2013.You may trust on Advance link-building process where directory submission has no value but I think , directories are still alive and still give value.
