You can also write some free software and add it to software directories for free. They have high ranking web sites like softpedia.com.

It's not one technique that works best. it's a combination. Just doing one thing will not get you far. First optimize the page that you want to rank. good code, good content+keywords. good inner linking. And then comes the traffic. article submission, social bookmarkers, directory submission, signature backlinking etc. etc. You can not just pick one and do that. It will get you nowhere. Analyze the competition, do as the number 1 site does, because apparantly google likes it. (linking, pages indexed, fresh content etc.) And then go a bit further then the competition. the hard and smart work will make you number 1.
It's true you got to understand how on page and off page SEO works. You can find some great information about both here in this forumn and do a Google search.
Avoid un-ethical practices such as clearly visible paid links, mass backlinking or spamming. The best course for action in order to achieve ethical SEO is to just diversify your link profile.
SEO is process to bring organic traffic towards site, and organic traffic can only be obtained from first pae appearance. and there is no such SEO single technique that give grantee for first page appearance on Google. But if say which link building technique is better then my answer is Articles and Forums Signatures. And if want referring sites traffic then social media sites links are helpful.
I think the question is wrong. IMO, anything is ethical as long as your approach or how you implement the method itself.
Is that an objective opinion? Or does it have something to do with your niche? Paid links are disliked by google. It works as long as your paid links don't get recognized as paid links by google. If they recognize it, it will lose it's strength. So that would be a total waste of money. I think if you want to pay for links then hire someone to build links for you. That's white hat and wont become worthless after a while.
