No offense but you are not going to get anyone who is good at SEO if you are not paying upfront. You may find a few people who may work hard and submit to directories, build articles, etc but you are not going to get top SEO. If you do not have the budget to pay up front then I would advise you that it is easier to just do it yourself and spend half an hour a day on it until your website gets some age on it.
