There is a lot of speculation as to what what keyword density you should have, the number of words on a page in the text, how many times you should repeat your keywords before it is considered spam and the length of meta descriptions and the number of keywords. Basically if you stick to being somewhere in the average (i.e. look at pages that rank well and don't do more or less than they do) you should be ok. If you get the basics right you can focus then on link building to that particular page which will make it rank better than if you focused on getting the on page SEO perfect. Keep in mind that the same effort to try to get the SEO perfect (whatever perfect is) would be better spent getting links to that page.

I would say that the main points to hit for On page search engine optimization is the name of the actual file, title tag with key words. And a h1 tag at top with key words and multiple h2 and h3 tags. The text should have relevant keywords as well but make your writing natual.
The keyword and description meta tag info is not important for seo however the description does show in search results so its a good idea to have a well written desription.
