    SEO does not work that way . If that is the plan you tend to follow then all you will end up with is a bunch of articles and links and no benefit from either of them . SEO is a complex thing that goes beyond links and submissions . Unless you realize this you will not get any traffic or benefit from SEO be it your own efforts or your outsourcing . Because to outsource SEO properly needs you to know which parts to outsource and how to manage things properly . You just can't hire some SEO person one fine day and say - ok dude give me 1000 links on sunday . He will gladly give it to you , but it will not help you in any way if you don't know what exactly you are asking for .

    Monthly service is crucial; They have to carry on increasing your back links, do postings on blogs and bookmark your website or blog. Also with any algorithm change, like Google's one recently, you have to make sure that everything is up to date and inline with a new developments.
