No there is no use of targeting the same keywords in different tags. Instead target different keywords in different tags.
by using same keyword again and again You would face keyword relevancy issue , first check Keyword relevancy then live that page.
hi this can b consider as keyword stuffing if the same keyword is using again an in content ... its dose not going to matter whether its in bold or in italic..
Bold, Italic is effect the page very less, when you do bold a particular phrase or word you just emphasize it is nothing very special role in ranking.
Doing some styles in keywords has no effect nowadays. About the heading tags, you should be targeting different keywords per tag. That's one of the most basics of on page optimization.
You can use header tags H1, H2 to give high priority to keywords. Use different keywords for different pages, don't just target same keyword.
Just use synomons (not sure if that's spelt correctly), ie saying the same thing in 2 different ways, using 2 different keywords and different title tage
Target related keywords to your main keyword in the different tags, just make sure not to overstuff your main keyword. Google doesn't like that! If your main keyword is 'dog training' then in your other tags use 'dog training tips' or 'dog training guide', etc. That tells Google that your site is mainly about dog training without overdoing it.
Sorry you are using a wrong keywords Only for PR using the same keywords and tons of back links are further down on google listing.

If others are also doing seo on same keywords don't worry. It depends on the backlinks to the keyword from your site.
Hope such things now don't matter the most as major search engine have developed a way to better crawl the web pages.
