I am Dhiraj here, i have brand new site for seo, as i am new in this world so please suggest me that what should i do to optimized on page of this site, if any one have check list which include meta description with char limit or any related site that plz send me.

You should do some search via Google before asked some plain questions here. This is not good just to increase your post number.

You should optimize your Title, Meta and description and your content as well.

More than building the page and its content. I strongly believe you should concentrate on building backlinks. Backlinks are the soul of the website. Without which hte search engines cannot access your sites worth. Of course the home work has to be done first. ( content, page construction etc).
