I believe that techniques and methods will be the same as for english web sites. Maybe they have own SE more popular then google

And don't forget to optimise your website for the many people who still use a dial-up connection to connect to the internet and hence prefer Firefox and Opera over that crappy piece of junk IE. Currently, both Firefox and Opera each enjoy a 20% market share according to the browser statistics of Live Internet. The market share for browsers in Asia also shows the popularity of Opera there.
from my opinion you must be optimize your site on google.ru according to russian language as well as you should be focus on seo strategy like submission in russian directories, articles, post forum, classifieds in russian cities, link builing in russian sites and many more
