No difference. US SEO experts may target US region, where as India SEO experts may target Indian visitors if required...
It's all the same whether you are in US or India in the eyes of Google. This is followed by other search engines as well.

Well, I would think Indian SEO would revolve far more around not so much optimizing online presences as allowing offline/local businesses a chance to expand into the online market. I feel there would be much more of a gain to be made by helping out a local factory market its goods than an Indian SEO company helping out an Indian blog...Use your tech savy-ness to help out those that don't possess that themselves
