A lot of them probably originate from Pakistan or India. Similar offers on freelance job websites. Poor guys, they think they can strike it rich with their willingness to work for a pittance, but their weird Asian English and general lack of comprehension about this stuff makes them stand out, and not in a good way. And then there are the "local" scamming fools, who I hate way more... Nothing to be done about it, though. Some people still see the internet as Wild West territory, where you can strike it rich with a well thought-out (or not) scam.
Sounds like you are bitter about more than just SEO idiots. I'd just take another xanax and relax a little bit. There are "bad" people in every industry and not just SEO. Crying about it isn't gonna help anyone.

Yes, they're very annoying but do you know, selling fake facebook like, twitter follower , lowering alexa ranking etc billion dollar business. And most of people using it . I have read an article in huffington post that claim how the people involving in this black hat game making million per day.... I don't know exactly but one of alexa service provider told me that they do this by hitting alexa toolbar using bot and it's 100% safe ....But i agree above post too ..installing alexa toolbar also decreasing alexa ranking,...
It's weird but lots of people buy their "services". Even after all the Googles Monstrarium. Then, an algo update comes and they fuss around looking for a guy who'll save them from crappy links burden
I don't get many of these "SEO" solicitations. But I get a ton of emails promising to make me rich if I will just tell some total stranger the details of my bank account, so that they can transfer an $85,000,000 "inheritance" to me. Wow, lucky me!
