    There is no on page SEO submission, only off page SEO needs submission. So what are you trying to ask?

    I think you mean on-page optimisation and off-page optimisation?

    On-page optimisation involves things such as h1 tags, source ordering and linking structure whereas off-page optimisation involves article marketing, link building and link baiting.

    On page - That does not require any submissions. It requires setting your page's TITLE, META TAG, META DESCRIPTION and KEYWORDS.
    OFF Page - That requires lot of submissions, Blog commentings/Forums postings/Social bookmarkings/Article submissions/Directory submissions are the best ways to do submissions.

    The activities you have done on the page of a website...like Meta tag,content optimization,keyword density....and so on......in off page optimization all the link building activity,submission work like directory submission,social bookmarking,forum posting,blog comment,press release,rss submission,classified posting,link exchange,article submission and so on......
    Both on page as well as off page is important to promote any website.

    FYI -- According to SEOmoz, the h1 tag is not highly correlated to good SERPs. Though they found much higher correlation with keywords in alt tags than they expected. Though I'd encourage everyone to still use h1s and h2s as part of your basic design. Just don't try to shove keywords into h1s for the sake of SEO.

    SEO involved on-site and off-site optimization. Only off page involved submission like article, directory, blog posting, forum posts, etc. On page, you can only optimize but you cannot do any submission on your own page.
