Firstly you submit links on smo sites and sharing the website to the people.

 

I'd first promote it using traditional marketing techniques. Paid advertising.
I would also do content marketing. Such as, write articles of various topics, perhaps even cover news. Get a blog (or even better a forum) attached to the site.
Once your site gets more content and activity, it may start ranking for random keywords mentioned in the ads.
Till then it would be hard to boost your search ranking by using traditional SEO techniques.

 

Do Social Bookmarking, Article Submission, Blog Posting, Forums Posting, Social Media Optimization By Posting on Facebook, Sharing on Facebook Fan Pages and through Twitter....

 

You need to first understand your target audience, what makes them want to use your site. What's the benefit of them using your site?

Once you have this established focus on how to get in touch with them, how can you gain their attention, what would make them share your site etc...
