I have an English site that tops in Google for a single keyword. Now I am creating pages in Spanish & French. How will the site top in Google , Spain or Google, France. By just translating and adding the keywords in title, mega tags do the work ...or something more is required

Try first translating the keywords in title tags, etc.

While multi language sites is a good start... you would also want to

    1. Put the site copy on a local domean (.hu .ru .co.uk etc..)
    2. Host the site in the target country
    3. Have the site in the native tongue (which U have)

That's 'by the book' at least. There are obviously exceptions to the rule with Authority sites, but if it is a new division/site and U want to tightly Geo-target the market..the above is the course best used

I've been optimizing sites in several languages for at least 5 years now, and I can recommend that you keep it to one language per domain. If you cannot, then I would keep it to one language or "version" of your site per directory or subdomain.

If you use a subdomain for French, one for Spanish, etc. then you can submit your site to web directories that are in French, Spanish, etc. and get additional links. Without on-topic links you won't have a good chance of getting it ranked well.
