Just add the location to your page titles, headings, and content. Just make sure you make it natural though.

The process is much the same as seo for a general site without the location.

Check Google for keywords. Usually this will be the main search phrase. Note other keywords in the search for relevance.

Use main keywords in domian name, Title tags, Description tags, Header Tags. Make page content relevant to the buisness.

As for link building use main keyword anchor text on incoming links. Check competitors sites in major search engine to see what links they have pointing to them and try and get on the same sites. Then the usual backlink building. Press Release, Articles, social bookmarking etc.

Should do the trick. Good Luck

Add your website in Google local This is similar to normal directory submission, but Google want to get a confirmation from you, for that you have you mention your correct address, phone number.

This will helps to list your website in local listing.

For local listings you need to focus on on-site factors like mentioned already.

Another good thing is to have some pages that are very specific to regional/local aspects.

Let's say your site offers Dog Grooming in Ghost Town then you might add a page or two on Dog Grooming in Ghost Town. make sure you get these pages indexed and link to them from your home page.

It's worth checking your local council's business directories ec. many of them now offer free website listings which will help for both SEO and targeted traffic.
