I would recommend reading Aaron Wall's SEO Book, you can Google his name and click through his website from there. That's a great starting point. From there, you can learn the basics of SEO and enhance your techniques over time...just remember, SEO is not an overnight thing.
Unfortunately everything in life isn't free, however I usually insist on everything be free for everyone though there has been a substantial amount of time put into the SEO Book and he is one of the very few people I would actually recommend buying from. It's a small price to pay to experience some good profit, you'll make it back if you're determined.
Well running a forum is really a tough task because forums require a lot of initial marketing first of all get people who can provide useful posts for your forums you can hire them, create some kind of contests for your forums like the top 3 highest posters after 3 months get some kind of prizes. Do something innovative so that people join you forum and then stay on with it and you can also try to rank your forum in search engines for decently searched key terms but you'll surely have to spend a lot of money in the beginning in getting people to post on your forum, advertising and stuff like that.
I posted a word "itchy cucumber" in a forum twice over the last 2 weeks googled it today and it come up on the first search page..now i just need to make itchy cucumber famous...fascinating i thought....

Thats right i will do it but at present i dont even have 1 active member so is there any way to get people know about this site through internet with simple steps excluding spamming because i think this will make a bad image of my site right ?
If you want to give your forum a jumpstart then first step I'll advice you to do is get some members to post for your forum daily with some informative posts and when you get some good and informative posts then you can announce some of the contests for highest posting and stuff like that. You can do some article marketing, have some press releases and then do some advertising on popular sites. Contribution from your side is very much required and running a forum is not an easy task for sure so keep patience and follow these things.
Promoting forums is really a hard tough. I personally experience this. SEO book of Aaron Wall became my best bud to generate success in that campaign. So you better check it out also.

submit you site forums to some social bookmarking sites with a High Pr press release can help too and so does article submission. well you can participate in some forums and get referrals,

well structured URLs means making your urls search engine friendly have text links as an example "youforum.com/post/15267.html" rather than "http://forums.digitalpoint.com/showthread.php?t=1474950" which is a dynamic url.
I think phpBB allows you to use that option I dont know how to do it but there's surely an option in phpBB to make your URLs search engine friendly. As far as DPs URLs are concerned it doesn't matter whether it is search engine friendly or not coz DP gets tons of traffic everyday and has loads of links linking to these pages so not important.
