I would approach it much the same way as I approach other website marketing...analyzing the backlinks of your top competitors. You can do this for free through Yahoo SiteExplorer or paid software like SEO Elite saves a lot of time. This will give you some good ideas of how people do link building in that niche. Obviously it would be a little tougher since there are a lot of sites you won't be able to get links from.
with blog commenting obviously you would want to stick within your niche so as not to look spammy and get many comments deleted. I believe Google may have more moderation and stricter rules for certain niches. Just look at what the top ranked sites do and you know what they get away with.
