SEO for a Previously Used URL

Well I started a webhosting co. and I bought a domain for it. The domain has been through several owners and the current number one listing for it is a whois database record.

I was wondering how I can drive up the actual sites rank. What is the best type of site to use for SEO.. Plan HTML? Plain PHP? Wordpress? Joomla?

What'll get me the best SEO results?

The url happens to be hostmyclan.com, however only a splash page currently exists.

So, you're going to build a completely new Web site on it? First, block the entire Web site via robots.txt and have the pages on it removed from Google's index. A simple request should suffice there.

Next, build the Web site behind the scenes and when you're ready to launch, amend your robots.txt file, remove the temporary home page (which is just a facade anyway), and start building links to the site. Forget the link building strategies everyone else here seems to advocate - get real links instead. This post should help you in that regard. http://forums.digitalpoint.com/showthread.php?p=12104573#post12104573

As for the langauge and system, it really doesn't make much difference. As far as the language goes, even if you use PHP or ASP, the search engines will still read the HTML output, so it won't matter if you're using them or static HTML files. Basically the same with the CMS platforms, though they do have their quirks (especially WordPress, about 90% of which I documented in my WordPress SEO Checklist forum post on SitePoint).
